존경하고 사랑하는 6만 군민 여러분, 안녕하십니까.
화산·삼산·북일·옥천·계곡을 지역구로 두고 의정활동을 하고 있는 박종부 의원입니다.

먼저, 본 의원에게 소중한 5분 자유발언의 기회를 주신 이성옥 의장님과 선배·동료 의원 여러분께 감사의 말씀을 드립니다.

아울러 군민의 생활 개선과 지역의 미래를 위해 애쓰고 계시는 명현관 군수님과 집행부 공무원 여러분의 노고에도 감사를 드립니다.

오늘 저는 삼산면 두륜산·대흥사 일원을 중심으로 한 관광과 상권의 구조적 문제, 그리고 관광 활성화 사업과 전지훈련 유치사업이 실질적인 지역 상권 회복으로 이어지기 위한 정책 방향을 말씀드리고자 이 자리에 섰습니다.

두륜산 권역은 한때 연간 50만 명 이상이 찾던 해남의 대표 관광지였습니다.

그러나 2023년과 2024년 관광객 수는 약 32만 5천 명 수준으로 감소했고, 2025년 들어서야 약 46만 8천 명으로 점진적인 회복세를 보이고 있습니다.

이는 그동안 추진해 온 관광 활성화 사업과 인프라 개선이 일정 부분 성과를 내고 있음을 보여주는 지표입니다.

그러나 중요한 질문은 하나입니다.
이 관광객 증가가 지역 상권 회복으로 실제 연결되고 있는가 하는 점입니다.
현장의 체감은 그렇지 않습니다.

현재 대흥사 인근에는 숙박업소 12개소, 음식업소 26개소가 운영되고 있으나, 장기간 영업이 중단된 점포와 방치된 유휴 공간이 적지 않습니다.

이는 단순한 경기 침체가 아니라, 상권 기능 자체가 약화되고 있다는 구조적 신호입니다.

집행부에서는 두륜산 생태힐링파크 조성, 삼산천 정비공사 등 관광 자원 관리와 환경 개선을 위해 지속적인 노력을 기울이고 있습니다.
그러나 상권의 변화가 크지 않은 이유는 분명합니다.

관광 동선과 상권이 유기적으로 연결되지 않았고, 관광객을 소비와 체류로 이끄는 종합적인 상권 운영 전략이 충분히 마련되지 못했기 때문입니다.

이제는 관광객 수 증가 자체를 성과로 평가하는 단계에서 벗어나, 머물고, 소비하고, 다시 찾게 만드는 구조까지 함께 설계해야 할 시점입니다.

그렇지 않다면 두륜산 관광은 그저 스쳐 가는 경유지에 머물 것이며, 그 부담은 고스란히 지역 상권과 주민들에게 돌아가게 됩니다.

이에 본 의원은 집행부에 두륜산 권역 상권 회복을 위한 실질적이고 종합적인 대책을 조속히 마련할 것을 강력히 요구합니다.

첫째, 관광 활성화 사업과 전지훈련 유치사업을 연계해 숙박과 식음 소비로 이어지는 체류형 상권 활성화 전략을 명확히 수립해야 합니다.

둘째, 이를 뒷받침하기 위해 노후 숙박시설과 음식점에 대한 시설 개보수 지원을 우선 추진해야 합니다.
점포 규모와 여건을 고려한 맞춤형 시설 개선, 유휴 점포 리모델링, 공동 운영 모델 도입 등도 병행해 상권의 기본 체력을 회복해야 합니다.

셋째, 현재 추진 중인 삼산천 정비공사 사업을 어성교까지 단계적으로 확장해 전지훈련 선수와 관광객이 자연스럽게 상권으로 유입되는 체계적인 동선으로 발전시켜 주실 것을 요청 드립니다.

이는 특정 점포나 개별 상인을 위한 정책이 아닙니다.

상권과 마을이 함께 지속되기 위한 중장기적 지역 전략이며, 반드시 함께 풀어가야 할 지역의 미래 과제입니다.
스쳐 가는 발걸음이 아니라 머무는 발걸음이 늘어날 때, 비로소 사람이 살고 일상이 이어지는 지역이 됩니다.

집행부에서는 이 문제를 단순한 개별 사업이 아닌 구조를 바꾸는 과제로 인식하고, 구체적인 실행 계획으로 의회와 군민의 기대에 응답해 주시기를 바랍니다.

5-Minute Free Speech at the 349th Extraordinary Session
Measures to Revitalize the Commercial District of the Duryunsan Area, Samsan-myeon

Dear and respected 60,000 residents of Haenam,
Good afternoon.
I am Assemblyman Park Jong-bu, representing the districts of
Hwaseon, Samsan, Bukil, Okcheon, and Gyegok.
First, I would like to express my sincere gratitude to
Chairperson Lee Seong-ok and my fellow assembly members
for granting me this valuable opportunity to deliver a five-minute free speech.
I would also like to extend my appreciation to
Governor Myung Hyun-gwan and all executive officials
for their continued dedication to improving residents’ lives
and shaping the future of our region.
Today, I stand before you to address the structural challenges facing tourism and local commerce in the Duryunsan–Daeheungsa area of Samsan-myeon,
and to propose policy directions that will ensure tourism promotion projects and athletic training camp initiatives lead to genuine recovery of the local commercial district.
The Duryunsan area was once one of Haenam’s most representative tourist destinations, attracting more than 500,000 visitors annually.
However, visitor numbers declined to approximately 325,000 in 2023 and 2024,
and only in 2025 did they begin to show gradual recovery, reaching about 468,000 visitors.
These figures indicate that tourism promotion projects and infrastructure improvements implemented so far have achieved partial success.
Yet one critical question remains:
Has this increase in visitor numbers actually translated into a recovery of the local commercial district?
From the perspective of those on the ground, the answer is no.
At present, the area around Daeheungsa Temple includes
12 lodging facilities and 26 restaurants,
yet a significant number of establishments remain closed long-term or abandoned.
This is not merely an issue of economic downturn,
but a clear structural sign that the commercial district itself is weakening.
The executive branch has continued its efforts to manage tourism resources and improve the environment,
including the creation of the Duryunsan Eco-Healing Park and the Samsancheon Stream improvement project.
Nevertheless, the reason the commercial district has seen little change is evident.
Tourist circulation routes are not organically connected to commercial areas,
and a comprehensive strategy to convert visitors into consumers and overnight guests has not been sufficiently established.
We must now move beyond evaluating success solely by visitor numbers
and design a structure that encourages people to stay longer, spend more, and return again.
Otherwise, tourism in the Duryunsan area will remain nothing more than a passing stop,
and the burden will inevitably fall on local merchants and residents.
Therefore, I strongly urge the executive branch
to promptly establish practical and comprehensive measures to restore the commercial district in the Duryunsan area.
First, tourism promotion projects must be strategically linked with athletic training camp initiatives
to develop a stay-oriented commercial activation strategy that leads to increased lodging and dining consumption.
Second, to support this effort, priority must be given to
renovation and improvement assistance for aging lodging and restaurant facilities.
Tailored facility upgrades based on business scale and conditions,
the remodeling of vacant stores,
and the introduction of shared operation models
should be pursued in parallel to restore the fundamental vitality of the commercial district.
Third, the ongoing Samsancheon Stream improvement project should be
gradually extended to Eoseonggyo Bridge,
creating a systematic circulation route that naturally draws training athletes and tourists into the commercial area.
This is not a policy designed for individual stores or specific merchants.
It is a mid- to long-term regional strategy essential for the sustainable coexistence of the commercial district and the village,
and a future challenge that we must resolve together.
When footsteps do not merely pass by but choose to stay,
a place where people live and everyday life continues can truly take root.
I sincerely ask the executive branch to recognize this issue
not as a collection of isolated projects,
but as a structural challenge requiring fundamental change,
and to respond to the expectations of both the Assembly and the residents
through concrete actions and implementation plans.
