전남에서 태어난 아이에게 매달 20만 원을 정기적으로 지급하는 출생기본소득 제도가 2025년생을 대상으로 본격 시행된다.
출생 자체를 사회가 함께 책임진다는 전남형 인구정책의 상징적 제도가 다시 한 번 가동된 것이다.

전라남도는 2024년생에 이어 2025년 전남 출생아를 대상으로 ‘전라남도, 시군 출생기본소득’을 지급한다고 밝혔다.
이번 제도는 기존 ‘출생기본수당’에서 한 단계 확장된 개념으로, 단기 지원을 넘어 아이의 성장 전반을 책임지는 기본 소득형 정책으로 설계됐다.

출생기본소득은 출생 후 12개월이 되는 달부터 매월 20만 원씩, 매월 25일 지급된다.
신청한 달부터 지급이 시작되며, 신청이 늦어질 경우 소급 지급은 되지 않는다는 점에서 보호자들의 각별한 주의가 요구된다.

■ 신청 요건과 방법
지급 대상은 보호자 중 1인 이상과 출생아가 출생 신고 일부터 전남에 주소를 두고 계속 거주해야 하며, 신청 시점부터는 모든 보호자가 전남에 주소를 두고 있어야 한다.
신청은 시·군 행정복지센터 방문 또는 온라인 ‘정부24’를 통해 가능하다.
이미 출생기본소득을 받고 있는 2024년생의 경우 요건을 유지하면 별도 신청 없이 자동 지급된다.

■ “일회성 지원 아닌, 사회가 함께 키우는 제도”
전남도의 출생기본소득은 영유아기에 집중됐던 기존 출산 지원 방식에서 벗어나, 청소년기까지 자녀 성장 전반을 고려한 장기·정기 정책이라는 점에서 주목받고 있다.
‘출산은 개인의 부담’이라는 인식을 넘어, 지역사회가 함께 아이를 키운다는 정책 철학을 제도화했다는 평가다.
실제 성과도 수치로 나타나고 있다.
2025년 지급 요건을 충족한 7,100명 중 7,014명(가집계)에게 지급돼 지급률 98.7%를 기록했다.
전남의 인구 지표 역시 상승세다.
전남도는 2024년 합계출산율 1.03명, 2025년 3분기까지 1.11명으로 전국 1위를 유지하고 있으며, 2025년 10월까지 누적 출생아 수는 7,295명으로 전년 대비 6.1% 증가했다.

윤연화 전남도 인구청년이민국장은 “전남이 전국 합계출산율 1위를 유지할 수 있었던 배경에는 출생기본소득 정책이 중요한 역할을 했다.”며 “결혼·임신·출산·양육으로 이어지는 생애주기별 정책을 더욱 촘촘히 강화해 아이 낳고 키우기 좋은 전남을 만들겠다”고 밝혔다.

출생을 축하하는 말에 그치지 않고, 매달 현금으로 책임을 지는 전남의 선택이 인구 위기 시대 지방정책의 새로운 기준이 되고 있다.

“₩200,000 a Month Just for Being Born”
Jeonnam Begins Applications for Birth Basic Income for 2025 Newborns… No Retroactive Payments if Missed
Jeonnam Province has begun full-scale implementation of its Birth Basic Income program for children born in 2025, providing ₩200,000 per month to every eligible newborn. The policy once again puts into action Jeonnam’s symbolic population strategy—one that declares birth itself a responsibility shared by society.
Following the program for children born in 2024, Jeonnam Province announced it will provide Jeonnam–city/county Birth Basic Income to newborns born in the province in 2025. The initiative represents an expanded concept beyond the former “birth basic allowance,” evolving into a basic-income-style policy designed to take responsibility for a child’s overall growth rather than offering short-term support.
The Birth Basic Income is paid from the month a child reaches 12 months of age, at ₩200,000 per month, disbursed on the 25th of each month. Payments begin from the month of application, and no retroactive payments will be made if the application is submitted late—prompting officials to urge parents and guardians to apply on time.
■ Eligibility and How to Apply
To qualify, at least one guardian and the child must have continuously resided in Jeonnam since the birth registration, and at the time of application, all guardians must have their registered address in Jeonnam.
Applications can be submitted in person at city or county administrative welfare centers or online via “Government24.”
Children born in 2024 who are already receiving the benefit will continue to receive payments without reapplying, provided eligibility requirements are maintained.
■ “Not a One-Time Grant, but a System Where Society Raises Children Together”
Jeonnam’s Birth Basic Income is drawing attention for breaking away from one-off, infancy-focused birth incentives and adopting a long-term, regular support model that considers a child’s development through adolescence. The policy institutionalizes a philosophy that moves beyond seeing childbirth as a private burden, instead framing it as a shared responsibility of the local community.
The results are already visible.
Among 7,100 eligible recipients in 2025, 7,014 children (provisional count) have received payments, achieving a 98.7% payment rate.
Jeonnam’s demographic indicators are also on an upward trend.
The province recorded a total fertility rate of 1.03 in 2024 and 1.11 through the third quarter of 2025, maintaining first place nationwide. By October 2025, the cumulative number of births reached 7,295, a 6.1% increase compared to the previous year.
Yoon Yeon-hwa, Director-General of Jeonnam’s Population, Youth and Immigration Bureau, said,
“Birth Basic Income has played a significant role in Jeonnam maintaining the nation’s highest total fertility rate,” adding, “We will further strengthen life-cycle policies—from marriage and pregnancy to childbirth and childrearing—to make Jeonnam a truly good place to have and raise children.”
Jeonnam’s choice—going beyond words of congratulations to take monthly financial responsibility for new life—is emerging as a new benchmark for local government policy in an era of demographic crisis.
