해남군장애인종합복지관(관장 김도영)이 재난에 취약한 재가 장애인을 위해 추진한 찾아가는 안전 돌봄 활동이 의미 있는 결실을 맺었다.
복지관은 지난 12월 26일, 2025년 전남사회복지공동모금회 복지현안사업으로 선정돼 추진한 ‘찾아가는 재가 장애인 재난안전예방 프로그램 – 불꽃민병대’ 활동을 마무리하며 평가회를 개최했다.
‘불꽃민병대’는 화재·재난에 특히 취약한 재가장애인 가정을 직접 찾아가는 현장 중심 안전복지 사업이다.
지난 6개월간 해남군 내 3개 면 지역 50가구를 대상으로 가정 방문 활동을 펼치며, 형식적인 교육을 넘어 생활 속 위험을 함께 점검하고 즉시 개선하는 실질적 예방 활동을 이어왔다.
민병대원들은 각 가정을 방문해 맞춤형 재난안전 교육, 주거 내 화재·낙상 등 위험요소 점검, 소화기와 안전키트 지원, 정기적인 안부 확인 등을 실시하며, 재난에 대한 불안과 사각지대를 줄이는 데 집중했다.
이날 열린 평가회에서는 그동안의 사업성과를 공유하고, 현장에서 헌신한 불꽃민병대원들의 노고를 돌아보는 시간을 가졌다.
우수 민병대원에 대한 포상과 함께, 실제 현장에서 도움이 되었던 활동 우수사례 발표가 이어졌고, 대원들의 진솔한 소감도 더해졌다.
한 민병대원은 “장애인의 삶과 일상을 가까이에서 마주하며, 재난 상황에서 얼마나 많은 불편과 위험에 노출돼 있는지를 체감할 수 있었다”며 “단순한 봉사가 아니라, 꼭 필요한 역할을 했다는 보람을 느꼈다”고 말했다.
또 다른 대원은 “복지관이 장애인을 위해 현장에서 얼마나 다양한 노력을 기울이고 있는지 직접 확인할 수 있었다.”며 “재난안전 교육과 주거환경 점검 활동은 개인적으로도 매우 의미 있고 유익한 시간이었다.”고 전했다.
김도영 관장은 평가회에서 “불꽃민병대는 재난안전의 사각지대를 찾아가 문제를 함께 보고, 함께 고쳐온 지역 맞춤형 복지의 모범 사례”라며
“앞으로도 장애인의 삶 가까이에서 체감할 수 있는 실질적인 복지, 그리고 지역과 함께하는 촘촘한 돌봄 연대를 더욱 확대해 나가겠다.”고 밝혔다.
해남군장애인종합복지관은 이번 사업을 계기로, 민·관 협력체계를 기반으로 재난에 취약한 장애인 가정의 안전망을 지속적으로 강화해 나갈 방침이다.
형식이 아닌 현장으로, 일회성이 아닌 지속으로 이어진 ‘불꽃민병대’의 활동은 “안전도 돌봄이다”라는 말이 행정과 복지 현장에서 어떻게 구현될 수 있는지를 보여준 사례로 평가받고 있다.

“A Helping Hand That Arrived Before Disaster”
Haenam County Welfare Center for the Disabled ‘Firelight Civil Brigade’ Completes a Safety Net for Homebound People with Disabilities
— Visiting 50 households over six months… Sharing the results of a community-based disaster-prevention welfare initiative under the message “Safety Is Also Care” —
The Haenam County Welfare Center for the Disabled (Director Kim Do-young) has achieved meaningful results through its mobile safety-care initiative aimed at people with disabilities who are especially vulnerable to disasters.
On December 26, the center held an evaluation meeting to conclude the “Visiting Disaster Safety Prevention Program for Homebound People with Disabilities – Firelight Civil Brigade,” a project selected for the 2025 Jeonnam Community Chest of Korea (Social Welfare Fund) Welfare Priority Program.
The Firelight Civil Brigade is a field-oriented safety welfare project that directly visits households of people with disabilities who are particularly vulnerable to fires and other disasters. Over a six-month period, brigade members visited 50 households across three townships in Haenam County, carrying out practical preventive activities that went beyond formal education by jointly identifying and immediately addressing everyday safety risks.
During home visits, brigade members provided customized disaster-safety education, inspected fire and fall hazards within homes, distributed fire extinguishers and safety kits, and conducted regular check-ins, focusing on reducing anxiety and blind spots related to disaster preparedness.
The evaluation meeting served as an opportunity to share the project’s outcomes and reflect on the dedication of the Firelight Civil Brigade members who worked on the front lines. The event included awards for outstanding brigade members, presentations of exemplary field cases, and heartfelt reflections from participants.
One brigade member said,
“By closely encountering the daily lives of people with disabilities, I was able to truly understand how many inconveniences and risks they face in disaster situations. It felt rewarding to know this was not just volunteering, but a role that was genuinely needed.”
Another member shared,
“I was able to see firsthand how much effort the welfare center puts into supporting people with disabilities on the ground. The disaster-safety education and housing inspections were also personally meaningful and educational experiences.”
At the evaluation meeting, Director Kim Do-young stated,
“The Firelight Civil Brigade is an exemplary case of community-tailored welfare that seeks out disaster-safety blind spots and addresses problems together,” adding,
“We will continue to expand practical welfare services that people with disabilities can truly feel in their daily lives, along with a close network of care built together with the local community.”
Building on this project, the Haenam County Welfare Center for the Disabled plans to continuously strengthen safety networks for disaster-vulnerable households with disabilities through a public-private cooperation system.
The activities of the Firelight Civil Brigade—grounded in real-world engagement rather than formality, and sustained rather than one-off—are being recognized as a compelling example of how the principle “Safety Is Also Care” can be put into practice in public administration and social welfare.
